Debbie has been with the firm since 2005 providing audit, accounting and tax compliance services to nonprofit organizations, homeowners associations, and local governments. During her career, she served as the CFO of a large nonprofit organization, gaining invaluable experience in the particular problems associated with managing a large workforce along with maintaining financial integrity.
Debbie also served two years as a consultant with a government/nonprofit software company where she gained experience in developing and implementing software solutions for small to mid-size organizations, and training staff to operate and maintain the software processes. Mrs. Fraser leads AVA in community service, ensuring the entire staff provides quality service through various volunteer opportunities throughout the year.

Director of Local Governments, School Districts and Charter Schools
Phil has been with the firm since 2005, focusing primarily on municipalities, school districts, charter schools and homeowners associations. He lead's the firms involvement in the Government Audit Quality Center. Mr. Vaughan is a member of the Government Finance Officers Association, Texas Association of School Business Officials and the Texas Charter School Association. He focuses on delivering excellent customer service by listening to clients and tailoring engagements to their needs. Reporting and compliance requirements, particularly for schools, can be challenging for small organizations, but Phil helps clients stay focused on critical issues with timely and relevant guidance.

Nancy L. Vaughan, CPA
Director of Construction, Small Business and Individual Services
Nancy has been with the firm since 1987, having first gained experience with the tax department of a national accounting firm. Her focus at AVA has been to assist construction companies, small to mid-size businesses, and local governments to achieve long term financial health through quality financial information processes. Nancy draws on experience gained through personal business development as well as a variety of client experiences.
Nancy also directs the tax services offered to individuals. By developing quality personal relationships with clients at all levels of financial success, AVA has acquired a reputation of providing superior services in the area of tax planning and compliance.

With the firm since 2004, Kim has focused her talents primarily on the government and homeowners association industries. For HOAs, Kim utilitizes her past experience in the management industry to deliver valuable insight to her clients in understanding their financial statements, tax situations, and planning for future major repairs and replacements. Kim's government experience focuses on audits of municipalities, water providers, and school districts.
